Ukraine War Cannot End Without U.S. Involvement: German Chancellor Merz

German Chancellor Friedrich Merz on Wednesday emphasized that the ongoing war in Ukraine cannot be brought to an end without the continued involvement of the United States, cautioning that European nations are not in a position to fill Washington’s role.
"We cannot end this war in Ukraine without the continued engagement of the United States of America. This is not something Europe can replace," Merz stated during a joint press conference with French President Emmanuel Macron in Paris.
He stressed that while Germany, France, and other European nations are prepared to contribute to the peace process, American participation remains indispensable—particularly regarding any potential ceasefire or long-term security guarantees for Ukraine.
"We want the Americans to stay committed, to fulfill their responsibilities within NATO, and to continue supporting Ukraine," he said.
Merz reiterated that Ukraine can continue to rely on Germany and France in its resistance against Russian aggression, but also underscored the broader geopolitical dynamics at play.
"Let me say this very clearly: President Trump has our full support in any efforts to help bring an end to this war," Merz added, in a comment that appeared to address possible future U.S. leadership.
He further noted that European countries would be willing to take part in any future ceasefire monitoring—provided it occurs under U.S. leadership and with its active participation.
In a broader strategic context, the German Chancellor also proposed initiating talks on nuclear deterrence in Europe, in coordination with France and the United Kingdom.
"We will authorize our respective ministers to begin this dialogue," Merz said, describing the effort as a complement to existing nuclear arrangements with the United States under NATO.
